So what's the deal with censoring some panty shots but not all panty shots in the same show no less? You'd think it'd be an all or nothing kinda deal not pick 'n' mix. Are these panty shots particularly graphic or something?

Note that most "pantshot anime" are also broadcast at times where minors watch, your fansubs are direct rips from those TV broadcasts.
Most retail releases (DVD/BD) are uncensored.

I don't see how panty shots are "sexually explicit" but that doesn't answer my question as to why only some shots are censored and not all of them. It's not like they pass a time when showing panty shots becomes acceptable midway through the show.

Two examples of this:

Oniichan no Koto Nanka Zenzen Suki Janain Dakara ne,
Ore-tachi ni Tsubasa wa Nai.

Both seem to be aimed at more mature audience, heck Oniichan even had a panty-shot close-up in the intro but the majority of panty-shots will be censored. It makes no sense, where's the consistency?!

Another show that had weird censoring like that was B Gata H Kei, had a really weird face they used to block out panty shots.

That was a show about sex, practically, they should have shown it at times where panty shots where acceptable

The bill is basically BS, allows them to censor whatever they please with no consistency.

The censorship on Japanese broadcast anime is basically there to sell DVDs.

Also, remember that Tokyo is not all of Japan.

That seems to contradict what the production companies were saying, about it stifling their creativity. Do they have different censoring for different prefectures?

The ban on "harmful" anime and manga in Tokyo is fairly recent and has led to almost all of the stuff being sold as adult only due to excessive caution. But only in Toyko, although one other prefecture is supposed to be almost as bad.

Well, that or just no longer sold at some places.

No idea about regional broadcast censoring. The Japanese complain about excessive anime censorship in their way past prime time hours. They find it especially irksome as their live daytime TV has everything one might wish to see. Except maybe tentacles.

B Gata H Kei was a weird show.. its plot made it sound like a major porno, yet in reality, it was a cute love story with surprisingly little sexual fan service, and I think no nudity. It was actually prety good. (Plot, a girl entering high school wants to have 100 f*** buddies, but shes still a virgin and doesn't want to be laughed at, so she aims for this totally generic male, but ends up chickening out any time they get even remotely close)

I was looking at a Frisbee wondering why objects get bigger the closer they are to you and then it hit me.

Actually referring to the censorship I think I understand the inconsistencies, there's a pants limit! I remember listening to Scott Pilgrim commentary and they were saying how they could only have a certain amount of swear words and they did want to actually have an unbleeped F-word but they used up their swear quota with the "you cocky cock!" line so couldn't in the end. So I'm thinking there's something similar for the amount of pants shots shown on Japanese TV at a certain hour, fill your pants quota up and you have to start censoring them
