While I didn't see it something named "Clamping collar" sounds uncomfortable. Or perhaps like a piece of BDSM gear.

As to evacuation, cats are self evacuating.

The 'inventor' is just a tad too exploitative of cat owners I think. Unless you really do have a cat that won't move away from an open flame, onrushing water, honking car... you know... a dead cat.

Reminds me of those informercials that try to get parents to buy something for their kids or they are 'uncaring' parents.
