Best guide I could find.

http://wiki.ffxiclopedia.org/The_Harves ... 2006/Guide

Talk to the exorcist NPCs in the following areas, and help them discover the secrets of the spirits terrorizing the towns.

Northern San d'Oria ( D-8 ) Gertrude
Bastok Markets ( G-8 ) Brian
Windurst Waters ( F-5 ) Roger
Witch Hat
DEF:1
Lvl.1 All
Obtained: Talk to one of the event starters in the 3 nations. After accepting, trade sweets
to an NPC in "costume" (looks like a mob). Once doing so, go find the ghost they have told you
about. READ How this basically happens, you follow behind them and DO NOT BE SEEN. When
you are listening to them talk, when they say they know you're there and want to be left alone in
some way, you're done. Go back to the event starter.
Allows purchase of the lantern (10,000 gil) for the country you are in from the moogles when worn.

Coven Hat
DEF:2 Latent effect: HP+3% MP+3%
Lvl.1 All
Latent effect: Activated by level. Odd : HP, Even : MP
Obtained: Talk to one of the event starters in the 3 nations. After accepting, trade sweets
to a NPC in "costume" (looks like a mob). Once doing so, go find the ghost they have told you
about. READ How this basically happens, you follow behind them and DO NOT BE SEEN. When
you are listening to them talk, when they say they know you're there and want to be left alone in
some way, you're done. Go back to the event starter. Generally harder since their stopping patterns
and turning pattern is more random.
Allows purchase of all the lanterns (10,000 gil each) from the moogles when worn.

Pitchfork
DMG:1 Delay:389
Lvl.1 All
Obtained: WINDURST: Make a 2 person party. Have one partner don a skeleton costume, and the other
wear a Mauth Doog costume. Head to the bomb canopy next to the Cooking Guild in Windurst Waters, and
have both players stand until both receive a Pitchfork.
WINDURST WOODS: Ghost and Shade combination worked at the bomb canopy at the Manustery, which was the same as last year.

* All of the below are obtained at random by trading sweets to a costumed NPC

Pumpkin Head
Enmity -1

:) Got my Coven hat over the weekend. While working on it I got a Treat staff II

I hope the storage NPC's will be updated to take the new hats, I don't see myself wearing this past November...MAYBE december, when I'll bust out my robe from last year.

Happy Halloween kitties

Oh, did you know that if you have an item stored from last year, it is possible to get the exact same rare/EX item again from the npc's roaming around in the cities? I found out by accident when the storage NPC refused to take my Pumpkin HEad II...because he still had last years :P

I have a question. I have a treat staff (not the second one, the first one) and it says Enchanment: Warp, but no counter, how do I use it?

 It's a {/random} {Warp}! You can be whacking away on a mob with the staff (only during the event, I think) and
>)Poof!(<
you get warped back to your home point! Fun, eh?

The staff works after the event... but only at night during a full moon phase on darksday. And... no, I am not joking. Once those conditions are met you will be warped when hitting a mob with it.
