I've just spent the past three hours looking and searching, but can't find out where or how to submit a wedding application.
My eyes are burning from looking at this screen non stop.
If someone could provide me a link that i probably missed, I would greatly appreciate it.
Or I'll just go stand in the corner, either or would be ok.

According to this, in the FFXI screen of the POL program there's a "Compendium" button and you can find the wedding application under there. I can't confirm this because I'm not at a computer that has ffxi installed.

Yeah, I'm dumb.
Thank you so much, I couldn't find it for the life of me. I probly just skipped over it.
