yep, I'd say they're blue mages. Either that, or NIN got one hell of an upgrade. o.O The first one looked like it was using the Spider's Web attack, and the second one was using that fire breathing trick.

Fire Breath (FFV, VIII, X, X-2), Flamethrower (FFVII)

That Spider Web comes from all the Spider type mobs in the game, so..
