That they have changed the lvl for chocobo quest. I heard it was now lvl 15?

Yes - eeerr it will be.
They lower it this week down to lvl 15.
But they also shorten the ride time if you are under level 18.
They just haven't said how much shorter though.

The way I heard it (I could be wrong though) you STILL have to be 20 to get the chocobo quest, but you could ride chocobos when you were level 15 or so.
They must've done that to help ppl leveling subs...

yea its confirmed.. you still have the high level requirement for the quest... but if you have your license and change jobs.. at lvl 15 you can ride them, with a reduced amount of ride time
