I've never trusted the "Rice Ball" rule because demand also determines price (I know quite a few SAM's and DRK's who swear by Rice Balls.)
Best thing to do is to trade a bunch of Zinc or Yag Necklaces and just check. That's what I did.

Nope, I have Hero Fame in Jeuno. Didn't do hardly any quests while I dropped the price of Rice Balls from 163 > 160. And no one buys Rice Balls at the Tenshido.

What was the price of Rice Balls at 180 Zinc Ores? Or did you check?
I never checked. As a few others already said, rice ball price is based on demand so it always changes. This is why some people have enough fame at 156 g, others at 153, some even at 160 etc...
The only way you can really see your Norg fame is by talking to the fame guy in Norg.
I've done this twice using Zinc and counted by the number of time I traded to the Tenshodo guy. The first time I had a little fame already from doing Yagudo necklaces a few time. So after about 27 times trading the Zinc ore and then doing the Tonko quest I got the Utsusemi quest.
The second time I did it was for this character. No Norg/Tenshodo fame to start. It took about 32 times trading and then doing the Tonko quest to get the Utsusemi quest. It was a while ago, so that's about 128 Zinc ores, give or take a few.
I'd suggest doing Zinc instead of Yagudo necklaces because its worth more fame and doesn't take as long. I finished getting enough fame in just a couple hours in Bastok. I bought out the AH, except for the overpriced Zinc. (I would have spread it out over a couple days if the Zinc was too much.) The first time, I traveled around to buy out other AH's and ended up getting a /tell from someone wanted to sell off their Zinc; gave me a good deal too. The second time I stayed in Bastok and about 70% of my overall Zinc came from Bazaars. Even the gil sellers on my server were bazaaring cheap Zinc.
