Private people have been doing that for a few years now.

Many of us keep cats for just that purpose. I live in a semi rural area. If I don't have a predator some wild one would move in to fill the ecological niche. Last uninvited predator to move in was a rattlesnake.

Actually, it's not just cats. My dogs at home in Texas... hardly a day goes by that they don't leave some 'gift' on the backstep. Birds, rats, snakes... even rocks (when they can't find anything else... the look on their muzzles when Dad picks a rock up and looks at them questioningly...) but no fish (they eat those... and any crawfish too).

But senseless, purely for fun murdering... cats are only second to us.

Yep, it's what momcats do to subdue their naughty children too.
While I do not advise you to try and lift a mature cat by the neckskin you can pinch it to subdue them without hurting them.
Lifting them up by it will hurt them.

One day, I might even undo what I've done.
