To all seasoned RDMs
I have a RDM character that my friend has begun to abuse, and being my self, I want to fix him up so I can start abusing him for my own needs. Anyways, can anyone help me figure out what I need to equip him with?
All I'm looking for is basic stuff that'll last me to 75 and won't cost me an arm and a leg (I won't be getting HQ Staves until Fiye gets 75 MNK).

Is your friend just starting out or does he have RDM levelled already to an extant?

What level is it now? I can't help too much with lower and mid-level gear. I exped rdm about 3 years years ago at this point. 
Anyway, here is what I would view as "standard" 75 gear. I've listed pieces that are more cost effective and give you about the same results as higher end gear. I've also tried and mix up rare/ex and bought. Idk what missions you have completed either, so some of them items might not be accessable.
Head
Warlock's Chapaeu
Neck
Enfeebling torque or Spider Torque
Beak Necklace (for mp and resting)
Earrings
Loqucious
Magnetic
Antivenom, Insomia, Astral, Moldavite are all other decent choices, depending on what you are using them for. Relaxing is also great for resting.
Hands
Yigit Hands
Errant Cuffs
Body
Warlock's Tabard- this is a must for the enfeebling +15
Errant body (for resting unless you have the +1 tabard)
Rings
Tamas and ToA mage ring ( i don't have it but hear it's good, also dropped my Tamas for Rajas and never regretted that)
Serket or Ether (Vilma's ring is a nice trade off for ether b/c it has int and mnd in addition to mp)
Snow, Aqua or any of the other INT and MND rings macroed in

Rainbow cape
Legs
Jet Seraweels
Errant legs
(Crimson Cussies and Nashira pants are the best two I find, but those are much harder to come by)
Feet
River gaiters (int)

Finwich pretty much covered it, I'd only really add in:
Head: Walhara Turban for the matching MP/HP for convert
Neck: Promise badge (MND)
Elemental torque (nukes)
Dark Torque (Drain, Aspir, Stun)
Body: I also keep my Glamor Jupon on me if I'm going to Drain/Aspiring something for a little extra Dark skill, and for level 50 caps its great.
Hands: if possible Mst. Cst Bracelets if you're going to be spending any time in the original areas, sea or Dynamis as RDM.
Waist: Heirarchs Belt for MP/hMP (48MP, 2 hMP and 2hHP) as an alternative to Qiqirn's Sash
Legs: In my opinion Jet edges out Errant slightly on stats but either are good choices. Mahtma would of course be better than either Jet or NQ Errant.
Feet: Wise Pigaches for INT (NQ +4 INT, HQ +5 INT)
Other than all that the only other suggestion would be to not discount the lvl30 RSE gear. Depending on race some of those pieces may still be usable at higher levels if only as a Convert piece.

I find the best seasoning for RDM's is cracked pepper with a good sea salt.
RDM has a deep and complex flavor and you really want that to come through.

I still use my Savage Gauntlets for MND when the MCBs are not applicable. My Savage Loincloth still has a use in my convert macro.
I like the RSE 2 feet and waist piece.
The only part of the Wise set I use is the cap. I also use the Elite Beret.
You don't need Fire, Water, or Lightning staves save for nuking.
The Enhancing Torque is too cheap to pass up. Useful for Stoneskin, Phalanx & PII, and Spike, Bar, and En spells. Thanks to augmented Enhancing skill I can resist Petrify from those annoying scorpies in Dynamis Bastok about 70% of the time.

And there's also Devotee's Mitts for MND which is what I use. NQ is MND+5 and HQ is MND+6, bonus is that they can be equipped at 27
