I wouldn't say its photoshoped, cause all the links on the sides are valid links to their respective places on the pol site, and the live vanadiel think on the right shows the same images as the one on the pol main site

Several things to make out that this is a joke.

First off:
The link leads to KI, not POL itself.
PoL's own site sais nothing about it.

Secondly:
Take a good read, loads and loads of spelling errors.
Would a multi-million dollar company like SE permit so many if not any spelling errors in their announcements?
I didn't think so.

Lastly:
If they really were gonna do this, don't you think they would make an ISO of some kind for the PS2 players?
It would be rather unappreciative to what I think still is the largest FFXI playerbase.

It's a nice joke none the less :)

Ahh, if only this were true, but Square Enix makes so many typos that they go back and fix... and their server announcements are sometimes downright awful.

Not that Square Enix is alone in making typos. ;)
