Frankly, I wouldn't be playing it if it wasn't BGO... and it's also PvP. In a MMORPG setting. But at least even the level 1s can run away from the level 100+s easily.

No, no abnormal waves that I can see. Osaka/etc. unaffected. If anything, it's the indirect effects like the rolling blackouts taking out services that you were connecting to.

Their equivalent of the FCC allowed a 'backbone' provider (similar to out AT&T or Sprint) to change how they charge by usage. Mind you, the smaller ISPs already pay the backbone providers by how much they use but this change means that the costs will go way up and it will be passed on to consume...
